Mr Rennie has also stated to me his recollection of the conversation he had with me upon Mr Da Silva's Case a few days before I left the Colony in July, which I have no doubt was 1862, from that on the occasion referred to I acquiesced in the fairness of awarding to Mr. Da Silva the addition advocated by Mr Pennice. It is one therefore to that Officer that I should state that I am satisfied that in bringing forward the case in my absence he believed he was only seeking to give effect to my intentions in the matter.

But I am still of the same opinion which I expressed to your Grace in my letter of the 11th July last that for the reasons there explained the increase to Mr da Silva's Salary should be made in the shape of a special and personal allowance to that Officer, and not by an amendment to the Civil List which would effect a permanent addition to the Salary of the Office.
